About the Human Right of Free Access to Public Legal Information Advocacy

This is the Human Right of Free Access to Public Legal Information Advocacy (HURAPLA) website. HURAPLA is a voluntary initiative by Dr. Leesi Ebenezer Mitee towards the actualisation of his pioneering global advocacy of the universal recognition of the right of free access to public legal information as a human right.

It is the first, and also the only, website anywhere in the whole wide world that is dedicated to the global advocacy of the universal recognition of the right of free access to public legal information as a human right. This advocacy will, hopefully, spread throughout the world for the singular aim of achieving the universal recognition of the right of free access to public legal information as a substantive or stand-alone human right.

This mission has its origin when Leesi nursed the idea of the right of access to legislation (a major component of public legal information) as a human right in his Master of Laws dissertation and concluded:

“On the global level, public access to legislation may be enhanced through the recognition and implementation of the right of access to legislation as a new human right as well as amendment of Article 2(4) of the Berne Convention for the Protection of Literary and Artistic Works to encourage the exemption of copyright from government works (including legislation).”

Several years later, as a doctoral (PhD) researcher, Leesi decided to implement his said Master of Laws dissertation’s recommendation for further research on the right of free access to public legal information as a human right. He accomplished this vision when he completed his 628-page PhD thesis on the the human right of free access to public legal information that gave birth to the books in his Human Right of Free Access to Public Legal Information Book Series.
